How we would approach it
Read the Cost and Usage Report against the architecture, not the console summary
Apply and enforce a tagging standard so untagged resources cannot be created
Remove orphaned and idle resources, mapped to an owner before anything is deleted
Schedule non-production, then rightsize from measured utilisation including peaks
Model commitments against the cleaned baseline, never before it
What we would measure
Agreed at the start, reported against honestly. If a measure is not worth arguing about now, it is not worth reporting later.
- Share of spend attributable to an owner
- Cost per unit of work, not total cost
- Non-production hours running
- Anomalies caught within a week
Capabilities involved
Buying Savings Plans before rightsizing locks the oversizing in for one to three years and makes it harder to fix, not easier.
